The Fundamentals of Engineering (FE) exam is the first examination on the professional licensure path. Most candidates take it in the final year of an EAC/ABET-accredited engineering program or within a few years of graduating, while coursework is still fresh.
The Principles and Practice of Engineering (PE) exam comes later — typically after about four years of progressive engineering experience — and tests depth and judgment in one practice area. Passing it, plus documented experience and a board application, is what makes someone a licensed Professional Engineer.

The FE specification for each discipline lists well over a dozen knowledge areas — mathematics, probability, ethics, economics, statics, dynamics, and the discipline-specific subjects — and gives you about three minutes per question. No single topic goes deep. The challenge is recognizing the governing model quickly across everything you studied in four years of school.
The PE flips that. It covers one practice area with scenario-driven problems that expect design judgment, familiarity with the relevant standards, and multi-step setups. PE Civil, for example, is not one exam but five depth exams: construction, geotechnical, structural, transportation, and water resources and environmental. You pick the one that matches your day-to-day work.
Practically, that means FE prep is mostly systematic review and fast retrieval, while PE prep is mostly deepening and formalizing what you already do professionally.
FE vs PE difficulty: two different kinds of hard
Asking whether the PE is harder than the FE gets you contradictory answers because they are hard in different ways. The FE punishes rust: it demands breadth and speed across subjects you may not have touched since sophomore year, and candidates who test long after graduation consistently report it feels brutal for exactly that reason.
The PE punishes shallow experience. Its problems are longer, more realistic, and more judgment-heavy — but you take it while practicing engineering daily, in the one area you know best. Many licensed engineers say the PE required more study hours while the FE produced more exam-day panic.
Published pass rates for both exams move around by discipline and reporting period, so they are poor tools for comparing difficulty. The honest rule of thumb: whichever exam sits further from your current daily work will feel harder, and preparation should target that gap rather than a number.
Do you need the FE to take the PE?
In most jurisdictions, yes — a passing FE result is a standard prerequisite for sitting for the PE. A minority of state boards keep waiver provisions on the books, most commonly framed around long documented experience (often 15 or more years) or an earned doctorate in engineering.
These waiver paths are rare, have been narrowing over time, and usually demand extensive documentation of experience under licensed supervision. For nearly everyone early in a career, attempting to qualify for a waiver takes longer than simply preparing for and passing the FE.
